I went to read the actual laws and official interpretations for the first time ever to answer here, so as you can tell they are pretty lax
What country do you live in?
Sweden
Is beer as a product in general (commercial/non commercial) taxed in your country?
Taxed commercially
Are you allowed to produce homebrew beer, that is tax free?
Yes.
Is there some amount limitation of homebrew beer that you are allowed to produce without paying taxes?
There is no limit on quantity.
(The actual law states that beer can be produced "in the home" for "own needs" which are both vague, but it is notable that "own needs" is used instead of "personal consumption", the latter which would have implied a limit on quantity toward what can reasonably be consumed by one household)
Is there any legal obligation considering for instance an obligation to fill a report or announcement as a homebrewer and send it to your legal authorities in order to be allowed to brew beer at home?
No
