Homebrewing in Belgium was created by Francouzak
In Belgium, an homebrew is legally defined as: A person who produces beer for personal consumption, members of his family and guests, provided there is no sale.

There is no other limitation, neither in terms of volume nor frequency, as an homebrewer, it is not necessary to communicate anything.
fiscus.fgov.be/interfdanl/fr/accijnzen/d...A%20%202016%20FR.pdf in French sorry.

However it’s currently forbidden for homebrewers to take part in homebrewing competitions or other gathering as well as sharing beers with people (not family or “guests”), even for free.
