In France, as always, it is complicated… Brewing at home is not forbidden nor authorized, and there is no law that rules it. It is a kind of legal loophole.
In theory, in the French law, any production (of any kind) is taxed, except that as a non-professional brewer there is no way to declare yourself, no procedure nor governmental entity (like customs or other) that cares about it or gives a way to declare your production. So production is unlimited as an homebrewer as far as it stays at home and you do not do any sort of commercial use of it (for your own consumption).
